It's the way the speed is governed ...

On some a mechanism causes the exhaust valve to stay open at max revs, thereby stopping the engine firing ..

Or stops the inlet valve opening ..

So, they fire a few of times, then idle a bit, then back to firing .... etc etc

Or something like that.
