They are a cutting tool, so are subject to wear, and because of the pressures involved, sometimes rather quickly.

If I was buying it, I would price in a complete new set of wheels.

Hi Bry,
If you are thinking of buying some knurling equipment better to go for screw adjustable holder type. Like the ones at http://www.arceurotrade.co.uk/Catalogue/Cutting-Tools/Knurling-Tools. If you have any "feel" for your lathe you will avoid the knurling equipment that is pushed onto the work piece
I agree that the knurls can and do wear, I would suggest though that they are not cutting tools at all, they are swaging tools. Their action is to deform the surface the metal, not to cut it.
There are some types of knurl that cut but they are relatively rare in the home shop environment.
