OK, the first of many questions.
I got a 70mm (about 2-3/4") flycutter with my mill, the bloke told me it needs sharpening, that's OK, I've got the green stone and a diamond cut off wheel to do that.
It's got 4 tools, but when I placed it on the bench, it rocks sideways the tools aren't set properly.
Q.
Do I fit the cutter in the quill and set the tools to the table surface??

I´m not quite sure what you mean by "it rocks sideways the tools aren't set properly." There´s a lengthy thread about sharpening fly cutter bits in
http://madmodder.net/index.php?topic=850.0
that might help you. What sort of a mill an cutter do you have? Some photos would be helpful.

Here's the thing I'm talking about, the bloke I got it from called it a flycutter.

Whoa! That´s one big fly cutter. Yes, you fit the cutter in the quill, and set each tool bit to the same level. So that each bit cuts, no idlers allowed... :D
You should have an absolutely level (and flat) surface to set them against (on the table), and if you´re finicky, set them so that each bit will swipe away a cigarette paper, but not scratch the surface below. Then they´re within one thou to each other.
I guess you have a mill to cope with that, it´s certainly not a tool for a mini-mill :D

Heres the thread,

It's not what I'd call a mini, 2 hp motor, so it's got a bit of grunt.

BK,
That is a face mill, not a flycutter, and an old style at that.
That is used for serious metal removal, unlike a flycutter, which is normally used to produce fine finishes.
It will work, but unless you set it up perfectly, it will knock the crap out of your mill.
