Nickel Silver so is it generally softer than 316L SS?

Yes, a lot softer.  Known as an engraving material for cheaper jewelery.  Mainly a copper/nickel alloy.
Look up "German Silver" on a google search for more info.

I'm hoping the 2mm rod ordered has got enough stiffness for the non marking tool I'm making.

Brass works great for non marking tools, Bry.  You might already have some of that laying around?

Biggest worry is the pin diameter can't be over 2mm diameter and will be 4-5mm long supported like a cantilever, so looking for a high stiffness/young's modulus metal probably go for nickel silver or phosphor bronze 5% hard.

I'm more theory than practical with design so will be interesting if the tool works satisfactory. :(
