More current status:

Conrad didn't have the piece.  I've ordered it online. 

I wired the switch without the filter today to see if it was dried out enough to run.  I go nothing.  My inline surge protector lit up to show it wasn't shorting out anywhere, but the machine wouldn't start.  I ran out of time, so I'll have to check the switch later.

Personally, I think you have an electrical fault other than water in the motor. A failed capacitor or something. 20+ years of wet-cutting concrete here and I never saw a motor pop a trip from getting wet yet.

Put the filter in, and checked the switch.  I got nothing.  It's totally dead.  I guess I'll buy some cheap ass grinder for my project, and I'll set this one aside for when I decide to learn about motors.
