You still seem to be getting the wrong end of this.
As Raynerd says, you are only using the £1 coin or a token (home made or otherwise) to unlock the troley from the trolley park.
When you are finished you get your own coin or token back. This ensures that you put the trolley in the proper place and don't just leave it where your car was.
No one else would have got your £1. It isn't a 'fee' to use the trolley. Nor is it equivelant to minting one Pound coins with the intention of using them to obtain goods or services.
I apologise if I have opened some old wound with this, but I really do think you need to understand what is going on here.

I should add that I too am a pensioner(68 years old) living on 80% of the state pension. Plus my wifes part time minimum wage income.
