John, your cap-head bolts measured exactly the same as mine: 16.12mm...

Predictably, my 16mm milling cutter cut a dead accurate 16mm hole... so the heads wouldn't fit. Rather than adjust the main sump, I just turned a few thou off each cap head (as suggested by Andy) so it fitted nicely, job done! I should probably put some kind of rust-proofing on it, if I can be bothered...
