I must be missing something here. How do I do this in a drawer that has a fixed bottom? Do you make the foam block, then lift it out of the drawer and turn it over?

Yes, thats right,  put the tools on the bottom of the empty drawer and drape the fabric over the tools and the drawer sides,  add the foam and have a false bottom handy to put on top of the foam.  When the block is hard lift it out and flip everything over.
