Very confused windows 8.1 doesn't like any of the downloads and can't instal - anyone else had any issues with this?

 Man, I have been looking for a program like this!
I had some old family slides scanned professionally and they came back in 28mb files each. Currently resizing all to something more palatable.

I am relatively new to this; I have not been able to have my photos open in full size despite resizing. I don’t use Photobucket as I have sufficient space in my PC to accommodate a large number of photos, I just use Fast stone resizer. Any suggestions, have I missed a box to click in Fast stone? :thumbup:
