A little help

I have a friend who addopted a small chihuahua that was born with out any front legs. I was asked to make a wheelchair and I have that figured out.
What I am having problems with are the wheels. I got some wheels and tires from the hobby shop but the wheels (or rims) aren't going to work. I need to make new ones which isn't much of a problem. But I would like to put some kind of design in the center but don't have a mill.
Is there anyway some one can help me make these? I would gladly pay for you time and shipping.
It is going to look like this with smaller wheels.

From watching the video I'd say the wheels need to be a certain diameter to fit the size of the dog and their length of their legs. The one shown looks like they are a bit large in diameter. Looks like the dog has to streatch to get to the food on the floor. I also don't think a fancy design would make much of a difference. You could use a wooden pattern and then pour it in an epoxy resin to attatch to the hub.
I think what was shown is a great work project for some home shop machinist.

that is great of you to do that . i agree those wheels nee to match the dog is size so it could eat with out have to strech like that.

You'll know when you have everything spot on, the dog will be able to lift it's back leg to have a piddle.
Maybe the larger wheels are required for stability, all you would need to do is make the spindles adjustable up and down, so the trolley can grow as the dog grows.
Have you thought of clip or bolt on plastic wheel discs, like they have on full sized wheelchairs, then you can just paint and decorate them at will. Or do you want knives coming out of the hub centre, like on chariots?
