Computer problem

My computer has developed a problem in the last few weeks and I have no idea how to solve it. I am hoping that someone can point me in the right direction.
 Everything was working fine and then I found that when I logged onto Hotmail it would open but when I tried to open a message it would go to the page but just showed bars. After waiting 2-3 minutes the post would open and all the other messages would then be accessible. I bought a refurbished laptop and for the first few days everything was fine and then it developed the same fault. Just Hotmail, all the other programmes work perfectly. Any ideas? Caveat; I don't run Hotmail or windows.

Do you access hotmail via a browser or is there an application (program/executable) that runs?

I ask because there have been a number of browser scams recently  (not exactly viruses but just as irritating). 

Usual advice is keep windows defender updated and be careful opening unsolicited email or 'breaking news' links.
