mystery tools or parts.

I am stumped by these two tools that where salvaged from a scrap bin and despite searching I can't find anything so I am now trying here.

Number 1 has the markings ZG+38 and under that 2830B on the "front plate". when you press in the stop bar that protrudes forward the front plate pivots to an angle (I have shown this in one of the pics) I am assuming a round cutter is mounted on the front plate and the best guess I have is that it could put a undercut inside a bore.

Number 2 I think is only part of a tool because the "stop" I have circled has no function as it is. there are markings on it which read "No.00HA B&S mfg co. Prov. RI. USA" which I have found refers to Brown and Sharpe.
The front plate pivots and is spring loaded.
any ideas?

I found a few pictures similar to No 2 labelled Boring Tool Holder.  Googling Brown and Sharpe Boring Tool Holder will find some.

I wonder if No 1 could be a clapper box type arrangement for cutting keyways?
