Don't think it is closed-loop, the encoder just runs the tacho and speed is maintained by IR compensation set by the IR COMP pot on the speed control board.

There arent  any preset adjustments on either of the two boards....
The main board houses the power supplies and motor drive mosfet, the micro board has the tacho section and generates the pwm signal for feeding the main board.
