That's the best idea. I was about to suggest the long T- handle too. Avouids having to kneel down and reach in the pits.
You can actually get brass adapter's for the valve spindle to fit the commercial utility company handles. Their taper is about ¾ down to ⅝" square...

I am afraid that the valve is at 90 degrees i.e. the 2" male Bauer connector is looking up to the sky!!

I was thinking of the file job but also CNC milling (with a 2mm ball end mill) the tapered square (albeit with 2mm round corners) and hand finishing with a square file.

All a bit of a PITA for a handle that costs about 10 cents in China.

Mill a square tapered male end - drill a suitably small hole through a disk of steel - heat the disk to red hot and wack the male taper into it, suitably supporting the back on an anvil like contraption of your choosing.

Lightly grease the valve stem. Fill up a 10mm a/f socket with epoxy putty. Push on. Wait until it sets.
