anyone know what this is .. not the 50p thats onloy there for scale

Some kind of hardness gauge given the large anvil versus the point which appears to be lower than the upper jaw after the point, enough area to raise a burr?

the anvil has a v . I have done a bit of research into the name printed onit "Hatra" and they make measuring equipment for the Knitting industry . so it's probaly some sort of needly guage
