Should the top (motor + casing) be solid or should it move slightly  relative to the quill ?

The casing should be clamped to the quill by two 6mm cap head screws under the casing , but the quill can move if not adjusted by the 8mm cap head in front of the handle that clamps the split together on the front , adjust untill the head rises smoothly against the spring .
