Hi John , I bet you wonder how you managed before you got that tig lol, another job where it would have probably been easier to ask you to tap the hole in the first place  , rather than the owner having a go 
  Still it keeps you off the streets lad

While I worked at Toyota we used to have to get a lot of broken taps out of nuts.
We had tap extractors but they didn't always work. Then it was a case of breaking up the tap or replacing the nut

To educate the ignorant (i.e. me) could the job have been done by spark erosion, or does that not work with a steel component embedded in aluminum?

Good job there John think I would have tried welding a nut on the tap first only because I can't weld alliuminum

If not too much of the head had been damaged by the tap wielder then yes EDM would take it out nicely. However most have fairly limited tank sizes which could have been a  limiting factor.

Done it many times David Just get a slightly larger nut then start welding through the nut onto the snapped bolt tap then circle the weld round onto the nut it's a Hit and miss but worth trying
